You can use an undocumented feature and press the scroll up/down button.

I guess it can be confusing when you have a link to a large image in
the document. It makes more sense when you tap on an inlined image to
display a larger version of it.
In the future it might be possible to select whether the toolbar
should be included or not when showing a large image. However,
adding that does not have a high priority in my list.
