It's not a bug and it's always worked properly. You have to escape
those commands from your shell or environment with quotes, thusly:
-H http://www.foo.com?bar&blort&baz
becomes:
-H "http://www.foo.com?bar&blort&baz"
That works flawlessly, every time. Well, unless of course the site's
page or content or CGI is in some way broken.
