Please note that the version of the Cygwin tools referred to - B20.1 - is _ancient_ and no longer supported. The current version of Cygwin is 1.31.10. There have been signifigant changes to the Cygwin toolset since B20.1. Go to http:/www.cygwin.com, and click on the Install Cygwin Now! button to get the current version. It will download Setup.exe, a graphical package based installer, that will let you choose a mirror site and the packages you wish to install. Also, the PRC tools link on the page is dead.
