It will be in HEAD (And 1_2 once it is tested a bit). You can do it yourself by just setting imageparser=pil2 in your plucker.ini, and making sure that there is a try_reduce_bpp=1 or a try_reduce_dimension=1 somewhere in the searched sections of your plucker.ini I have tried it a few times, and seems to work nicely.
