Thanks to Fringe Ryder:

Inside Windows Explorer, select the Tools menu, "Folder Options", "File
Types", HTM (and HTML) files, Advanced.

Add to the options "Convert To Plucker" and the command line...
  "yourpluckerdirectory\Plucker\plucker-build.exe" -H file:"%1" -f "%1" -s
CONTEXT_DEFAULT

* I added a -M0 option so that it
doesn't parse the related links.

Thank you Jason/Fringe Ryder. I failed to select the "Convert To Plucker" option when I installe as pointed out by David, but this information is useful as well. It's always nice to have alternate ways of doing things.
