Because Plucker is adhering to the standards which reads the
Content-Type value from the remote webserver, and Microsoft's server is
posting the incorrect type on that page and the graphics it presents. The
image on that page, through a HEAD request, shows:

200 OK
Cache-Control: private
Connection: close
Date: Thu, 31 Oct 2002 19:50:14 GMT
Server: Microsoft-IIS/5.0
Content-Length: 31362
Content-Type: text/html <- should be image/gif
Client-Date: Thu, 31 Oct 2002 19:51:54 GMT
Client-Response-Num: 1

P3P: CP="ALL BUS CUR FIN ONL OUR PHY SAMo IVDo CONo TELo"
P3P: CP="ALL BUS CUR FIN ONL OUR PHY SAMo IVDo CONo TELo"

Perhaps you could fetch to cache, using -c, and build that.
