Ah, you were right about my using the stayondomain filters. So I turned that off and tried to use the exclusion lists as you suggested. Plucking with these settings, the navigation bar graphics do show up, but the links they lead to did not get plucked.
When I turned off the exclusion lists (unchecked the box) the navigation bar links worked, but the plucking process took longer, which is not a big deal. I don't understand exactly how the priority part of the exclusion lists work though. For 'exclude everything with low priority (.*)' I put that in as priority 0. For the 'high priority' settings, I put them in as priority 1.
