Plucker works on PocketPC as long as you use the GTK+ viewer, and install/port the required GTK+ libraries to the PocketPC platform. It also works on the PocketPC _hardware_ (iPAQ, Zaurus, etc.) if you're running Linux on it, the better alternative anyway, using the same viewer natively.
I guess if there isn't a viewer, one solution would be to port libunpluck to pocketpc and generate html on the fly & feed it to the ie activex control as links get clicked. I'm just not sure if IE provides that level of feedback to the hosting application.
