Do they need to use entities? If they correctly specified their document encoding (which doesn't look like UTF-8 to me... but that's another thing) then they could just write it rather than using ä and friends. Definitely in xhtml 1.0, but I'm less certain about HTML 4. Then again, new pages really shouldn't be HTML 4 still today.
