Hi, Thanks for your letter. Microsoft's OS design uses a rat's nest of different localization schemes, so there will be the odd 1 in a few thousand that doesn't set locale according to their published API. You don't need translation anyway, since you are in English anyways. Go into the Preferences>Interface and uncheck the 'Translate into my local language' checkbox, and this message should disappear. I was considering pulling English from the options of locale setting, but there is still differences between UK and USA locales with regard to time/date format.
