Although it's not got all of your features, a python script called
nntp2plucker has been available for download since 2001 at
http://mjr.towers.org.uk/software.html#palm  (It's the top result from
google for "newsgroups download plucker" just now, too.)

Python is already required to use plucker-build, so most users should have a
working installation already.  nntp2plucker can also use the built-in email
client to reply or followup via a mail2news gateway, with some small tweaks. 
Threading is done by using headers, rather than alphabetic sorting, so it's
easy to follow discussions.

It needs some tidying, but I'd love it if someone added better MIME
handling, quote editing and alternative index pages.  Ability to use its own
newsrc would probably be good, too.  Please contact me if you can help.
