Probably because the plucker developers, based on everything I've seen, are mostly 
Linux users :)

It's a good point, particularly as WinZip, the most popular "corporate" archiver, 
still doesn't natively support the bzip2 format (and has poor support for formats 
other than zip in any case) although many other Windows-based archivers do. (I use 
PowerArchiver 2003).

I thought about making the change myself and your post has decided for me: in a few 
hours I'll convert the appropriate .tar.bz2 files to .zip on my server (the "uk 
mirror" on the Plucker Web site) and post the URLs here.
