Have looked at this over the weekend.
Likely due to Palm Desktop 4.1.
An issue has been resolved as the items written to registry as of 4.1 are slightly different.
Will post a 1.6.0.1 update later today. Try that and see if resolves.

There exists:
C:\Programme\Palm Desktop\user1\QuickInstall\ExpCard
C:\Programme\Palm Desktop\user1\CardInst\Slot-CompactFlash
Where as Quickinstall exists in all the Profiles Cardinstall only to exist in my Profile…..
If I move files in either or both the directories (and have install to card enabled) the file will not be transferred to the palm.
(2) My CardInst part of the registry looks as follows:
