As the other users have stated, it is a problem with Microsoft's lack of following standards. And as Marcelo Huerta mentioned, your best go is to use Tidy. Tidy will clean, correct and (guess what) tidy the HTML code, according to your settings. There is actually an option to clean/fix Word 2000 HTLM. There is also a UI for Tidy, for Windows, which makes things a lot easier.
