I agree with you. Wget saved him having to right click and save as
for each of hundreds if not thousands of files. Using wget to do this
would make it a lot easier for someone to steal lots of data. If he
knew it wasn't allowed, he shouldn't have used it. Still some of the
blame has to lie with the Army's IT people who didn't configure the
computers so that they wouldn't run unauthorized software.
On a related note, 30+ years ago Russian dissidents would flee Russia,
tell the world what horrible things the Russian government was doing to
its own people, then settle in the US. Now the dissident flees the US,
tells the world what terrible things the US is doing to its own people,
then settles in Russia.

Government allows and uses a lot of Open Source Software. If there is
an actual reason, it is more likely to be its extreme versatility to
be able to download a LOT of files without foreknowledge of what will
be downloaded.
BTW, wget is available for virtually all platforms.

the reason it is banned is probably because it is open source.

Agreed, Eric. It makes no sense whatever. The judge should
be reviewed. That said, did the guy download wget knowing it
was "banned"? Why should it be banned? maybe there is/was a
reason but I don't know what it might be.
