I have been getting the Cox nasty gram and it is a warning only at this point I have signed up for google fiber news if they use the same contract that they use in other city's there will be no caps and no closed ports and non profit servers are ok they are planning to use existing fiber in Phoenix Tempe and Scottsdale and and require the city's that want service to streamline permits ect. While I am not a full google fan it would be hard to argue gigabyte for 80.00 or internet and tv for 120.00 with no caps or blocked ports and a free tablet remote. I would assume Cox and Centurylink will need to raise speeds and limits to compete.
