Quota systems have no place here. One could just as easily ask when the last time a speaker was black, gay, transgender, disabled, eskimo, ad nauseam et ad infinitum. All that matters is what each person brings to the table and when one makes it any more than that, they reduce that person, no matter how intelligent, to nothing than a mere token.
