Is this device getting its IP address from a DHCP server in both cases? Or is it being set up manually? If manual, there might be routing stupidity going on, or the device might think that its actual ethernet port still has an address in 192.168.1.0/24 . If that happens, it'll probably try send packets for 192.168.1.146 through the ethernet port instead of the USB port, which would cause the symptoms you described. What's "route -n" say? Can you ping 192.168.1.146 through your actual computer?

I thought that ethN was deprecated, and that everyone was supposed to use the new alphabet soup names like enp4s0 (PCI bus 4, slot 0) since the old numerically-named devices can change at random depending on the order the kernel developers decide to do things.
