They just want regular hosted email accounts attached to their domain.
I'm not interested is hosting email accounts and suggested Google Apps,
but they are asking about rackspace ($2 vs $5). I'm just interested in
answering their question. I think what they are really asking is
whether or not Google is worth the extra $3 a month over rackspace, but
I have zero experience with rackspace.

If your planning to send email why not use mailchimp or run your own

Let me elaborate.
I had a client ask me about rackspace.com <http://rackspace.com>
hosted email. He's concerned that because they are only $2 per user /
month he might run the risk of getting blacklisted because of
spammers on the same IP, etc. I'm curious to know if anyone has used
them or has good or bad feedback about the quality of the service in
general?
