Ok, I have it now. It’s a “under a meritocratic <https://en.m.wikipedia.org/wiki/Meritocracy> governance model. Debian and Ubuntu packages are not necessarily binary compatible <https://en.m.wikipedia.org/wiki/Binary_compatible> with each other, however, so packages may need to be rebuilt from source <https://en.m.wikipedia.org/wiki/Source_code> to be used in Ubuntu.
