Try out sweet home 3D (it's output doesn't have to be 3D).  it's really easy to use (Much easier than a CAD program or Inkscape, although I highly recommend learning Inkscape)

As for getting the the output on the web; you can use HTML's map tag and define coordinates withing the image that sweet home 3D outputs that will link to the photo's you've taken.

You can use a program like KImageMapEditor that will let you define the clickable areas of your image and generate the image map code for you.
