I'll second a vote for Inkscape, it can certainly do it. If you want
to stay within the LibreOffice environment you should use LibreOffice
Draw. It will work like you want.
If you want to get into a more professional layout program, check out
Scribus.
Scribus is what came to mind for me, though I haven't used it so
I don't know how friendly it is.
For me, I'd reach for Inkscape first, as I'm most familiar with it. If
you are more comfortable with office you should go for LibreOffice
Draw. It is powerful and will server you well.

I'm looking for some way to make a pamphlet. What is the best way?
Do I need to download a template? Where do I download it to? I tried
just using Writer but it doesn't act the way I want it too when
pictures are involved (I can't get a space between the picture and
the text when the alignment is set to justify.
