I would check other counties in Texas to see if any have a description up that 
can give the legal boilerplate.
Then consider what the director *really* needs to be doing, not just what 
they've been doing or what they *might* do.
Once you know what they really need to be doing, the job that the county needs 
done going forward rather than what it used to be, write that in the 
description.
Don't be afraid to reshuffle other parts of the department(s) to make 
improvements in the process.
