What Is PERM, and How Does It Work?
PERM is the Department of Labor’s (DOL) certification process, a prerequisite
for most employment-based green cards under the EB-2 and EB-3 categories. It’s
supposed to ensure that hiring a foreign worker doesn’t harm U.S. citizens by
verifying two key points: There are no able, willing, qualified, and available
U.S. workers for the job, and the employment won’t adversely affect wages or
working conditions of similar U.S. workers.
