I've never seen one that's self-hosted and cross-browser.  Afaik you'll have to 
pick which of those 2 requirements is more important to you.

I use to use foxmarks (Xmarks), which had the option of self hosting. You only had to have a server with webdav. I haven't used this in a while, however, so I'm not sure if it is still supported.
