Looks like you can do it with Okular; under reviews it allows you to add
annotations directly to the page by drawing a yellow box on the page then
adding notes to the box. When you click on the review tab it shows you all the
pages that have annotations added.

is there a way to create notes in pdfs? Like sticking a yellow sticky in the
book or doing it the old fashioned way and writing on the page?
Linux from scratch apparently has a couple of mistakes in its book which they
don't want to correct but added into an errata page. I want to mark the places
