The general procedure I followed was:-
1) set the suid bit on /opt/kde3/bin/kppp such that it reads:-
-rwsr-sr-x  1 root root 692316 2004-04-07 01:32 /opt/kde3/bin/kppp

2) Modify/create the /etc/ppp/peers/kppp to read

plugin passwordfd.so

That should do the trick with KPPP. Works with me!!
