There are two ways to use Tone Dialing:
1. There is a switch somewhere on the the telephone device, which
selects Pulse/Tone
2. In pulse mode, press '*' before you dial number.

Did you check both of them?

AFAIK, BSNL's all exchanges in Pune are digitalised. (Switching only).

Are both numbers booked at same time?
