I thank you all for pointing to me where I can find the GPL.
That wasn't the question, the question was that where I can be
"guaranteed" to find the GNU GPL on any Linux system.
And the answer to that is :
There isn't a certain directory or folder that is guaranteed
to contain a copy of the license.
i.e. There is no standard.
