May govt. entities world-wide are talking about open-STANDARDs and not necessarily open-SOURCE ! Some have put this as a requirement as part of the 'tender'ing process. Big ISV like SUN and MSFT need the right "vibes" for their marketing machine while they strangle the open-source developers with see-but-dont-touch see-ok-touch-but-dont-distribute style licensing, not to speak of the patent rattling. None of these guys are contributing the 1600 patents to open-SOURCE guys. It just that (for the time being) should you violate, I will look the other way. Saying bad-word about open-SOURCE is not politically correct these days. Its bad for "my image" and bad for "my business"! >From a business viewpoint there is a lot of money to be made in Support and Service, if not charging the License fees.
