Hi,
If you are really new to Linux and want to learn to program, I would suggest that you should first get the hang of all Unix fundamentals, including C programming on Unix (others might disagree to the choice of the language). Install Cygwin or something and when you have got an idea of the Unix architecture, move full time to Linux or BSD.
I would suggest Mandrake to begin with.
