I am guessing that, you basically need to install kde development
packages, not just the KDE desktop, which include complete kde
applications build instrumentation.
What you are trying to do is to build an application which uses kde,
not just run it.

Same goes to compiling KDE.

It should come with kde devel packages.

But a better way will be to just install kde binaries available, kde
compilation will take a lot of time and result won't be nething
different than installing binaries.
