Haven't checked.  But I used to face similar problem with Yahoo Groups 
on my VSNL dialup connection.  Usual explanation was that some of the 
group sites were "banned" (whatever that may mean) by Govt. and since 
Yahoo wouln't block a particular group VSNL would block the groups site 
itself.  Once it continued for couple of weeks.  May be something 
similar is happening now.
I used proxify.com to access the groups then.  There is a 
download/number of access limits in this.  Another way I used was to 
access yahoo groups from link in another country (like Singapore) Yahoo 
web site.  Worked with some groups though.

http://10.240.43.216 is used for changing the password.  However, I have 
been unable to use it since it demands Internet Explorer.  I tried it 
with Mozilla, Firefox and Konqurer.  In all cases, the error message is 
simialr - Sorry IE required.  I even tried with browser identification 
in Konqurer set to Internet Explorer.  The page opens, I could see the 
username/password entry windows - but this lasted only for a second or 
so.  It changed to the same error message.  Any suggestion?  ( I do 
have an old windows 98 installation and tried with that.  But the IE on 
that is old and the error there is OLD version of IE and Upgrading it 
to later version is too complicated - I think WIN 98 is no more 
supported)
