Are you doing this as root? 
if you are on redhat (*sucks*) then just su won't do you will have to do "su -l"
or login as root.

or give complete path as "/sbin/swapon"
Note : the path above is from debian, donno if its same in redhat(*sucks*)

just use debian (rh sucks, fc sucks )
