My solution obviously is meant for downloads only, not streaming data.
On hidesight, it might work with windows only (Not sure how
sophisticated download managers on linux are)

Not sure I completely understand this, but from what I understand, you
are billed *only* for 'extra' downloads. If your modem is *only*
powered on, but no packets are being exchanged (coz you are sleeping,
computer is waiting to start scheduled download) how will that be a
problem , even if BSNL considers you as 'connected'  ?

Does the modem/computer keep sending packets just to keep the
connection alive ? Even if it does, how much would that amount to ?
(considering that you are going to get a *lot* of data
'free-of-charge' between 2-8AM ?
