I was under impression that it is manually moderated. Mailing list
that I used to administer locally, was moderated this way. I used to
get notification for every incoming mail, and if I (as admin) allow
it, it use to go to everyone who subscribed. Off course traffic was
relatively low. (compared to PLUG)
I guess with traffic like PLUG, manual administration is a huge
overhead, if there is only single admin. May be multiple admins could
share the load, if at all it is manually administered for moderation
of mails.

Got it. I didn't expect the admins to do that anyway.
About my original statement, Now I understand the logic behind
bottom-posting (and why top-posting should be avoided)
