You just need to install your LAN card's drivers. Hopefully it'll be supported 
out of box by the Linux distro you are using. Then you just need to configure 
it's IP address, gateway and DNS. Instructions for this you can find on net, 
and on the 2 links mentioned by Vishal Rao earlier. Then just set up the 
modem given by BSNL to auto connect when it is powered on.

Then your dataone connection will be up and running in Linux. Happy
