Chitra,
check if SELinux is enabled or not.
getenforce or sestatus should tell you that.
If the output says "enforcing", then try
setenforce 0
And restart squid.
Otherwise we need to dig deeper. try startting squid in debug mode by
adding "-d debug" to the startup flags for squid.
stop and start squid and see what it says.
