You could use btrfs snapshots on the backup disk. That handles incremental
part of it. Rest is just copy/tar/rsync etc.

I would advise against that. BTRFS is far from done or even ready for production. Especially when the disk starts getting full btrfs is almost certainly fail. Wait a year or two for using this FS on real important data (need to back up a data should mean you are not to put it on btrfs :) )
