Why NOT 5 star?

:-)

No need to bless PLUG so early, PLUG can have and has a stand of it's own.

Shiresh is right, it is essential to have 1/2/3 star hotels and hostels as accomodation preference. What i would like to know is that how feasible this is.

Are we receiving sponsorship? Do we have a budget?

Without wasting my time in analyzing what you are trying to say or
purportedly attempting to appear to say I will replace one word
"descend" with two appearing as "climb down" in my previous post.

Others may and can contributely freely to this debate ONLY today,

Nope, they already do it in universities and people who go to hotels
do of their own free will.

Btw why don't you put @debian-in while asking your questions, nobody I
know at least in PLUG has answered or will answer.

And once and for all, who are you to talk on behalf of debian-india
please share ?  As shared before, it's upto people in Debian-India and
the sponsorers, delegates, organizers etc. whether or not whether they
want to have a Debconf in India or not, most importantly the
organizers when they feel fit to organize Debconf in India, work hard
for it and get the green signal from Debian. If it were not a
prestigious event than don't think people from 3 other countries would
also be trying to woo them to hold Debconf in their country.

Thank you, Raju, for the wonderful presentation. It was a quite a nice
experience in attending DebConf18 and meeting the Debian community.
    All I
have seen that most of the people are inclined towards making happen a
DebConf20 at India which initially we were not thinking about. They have
forced us to bid this time and we have already accepted the challenge :)
Let's do the hard work and win the bid.

Yes, definetely Pune is a good strategic city for various reasons we
    discussed.

     > I have a wild guess that University of Pune aka Savitribai Phule

Another host which I can think of is IISER Pune which has the really
    good
infrastructure for providing the venue for DebConf. IISER has a
    really good
campus with excellent auditoriums and Dormitories for stay and a lot of
open space for various DebCOnf activities.  I have some connections with
IISER Pune I can talk to them.

Another venue could be NCRA Pune and IUCAA Pune together as host with
really good on campus stay and auditoriums and space for conference
    Dinner
and parties. I have a really good connection with them also but in this
case, we have to talk to both institutes.

If we plan in Kerala then NIT Calicut can also be considred as a good
    option or CSE Trivandrum.

I am not the member there, no reason for me to become also.

I only voice a single person's opinion, you are free to seek others.
Why in the hell did you assume that nobody on PLUG mailing list will
    answer?

Most prefer to keep quiet albeit with documented and proven wisdom :-)

But be prepared to get surprised (always).

I did not assume any authority like you. Neither on behalf of
    organizers
not on behalf of sponsors.  Prestige which make me dress/behave like
what others like to see me as becomes and remains "Pure Drama".
