Dear Mae,
I just checked the O'Reilly Sendmail book and the only way to do
what you want is to modify the sendmail C code by writing your
own "checkcompat()" function.
This checkcompat() function is the final check that sendmail calls
before actually sending the email. It has two parameters; the FROM
and TO structures of the email. There are several examples in the
sendmail book; the closest to your attachment-or-no_attachment
checking is to check the size of the email and for those people
forbidden to send attachments; their email can only have a maximum
size of 3000-4000 bytes.
We use such a similar checkcompat() function in our company but with
different criteria. It is foolproof and works regardless of the email
client used by the user.
I would suggest you get a copy of the sendmail book.
