1. got to the user's home directory and create a subdirectory
   named "public_html".  If this directory already exists, check that
   it has the permission is rwxr-xr-x (if that doesn't work change it
   to rwxrwxr-x).

2. If it still does not work, change the permissions to the user home
   (e.g. /home/user) directory to rwxr-xr-x or rwxrwxr-x. Of course,
   the user must realize that this is a big security risk on his/her part.
   I prefer that users keep their noses to their files.
