You can password protect a web folder using htpasswd and .htaccess. I would
suggest you create another cgi directory using scriptalias. And create
.htaccess under your new cgi directory. I really haven't tested it with cgi
directory. But it's basically the same. So when someone tries to reach your
BBS, they will be prompted for a username and password.  Btw, you will have
to restart apache. Don't forget your ALlowOveride AuthConfig in your new cgi
dir.

Ex.

<Directory "/usr/local/apache/htdocs/newcgi-bin">
    Options Indexes FollowSymLinks MultiViews
    AllowOverride AuthConfig
    Order allow,deny
    Allow from all
</Directory>
