in login.config file for mgetty: use this:

/AutoPPP/ -     a_ppp   /usr/sbin/pppd auth -chap +pap login debug file 
/etc/ppp/options.server
edit it to see fit. on your options.server file you should have

require-pap
refuse-chap

the create the /etc/ppp/pap-secrets file with the following format

client  server  password   ip-add

restart mgetty
