I tried to get openmotif-2.1.30 from opengroup.org but their ftp server will not allow anonynmous ftp. They say they're making it available and ask you to register, but you can not get it from them. Fortunately, you can get it from motifzone.net or any of the other "friends" of opengroup.org.
