It shouldn't be difficult to make one that would fit on a floppy, but you
have to pick and choose your components carefully. The kernel and Perl
interpreters will already take up around 500k each. You should probably be
using a ramdisk and uncompressing the files from the floppy.

In cases like these where disk space is extremely tight, I'd avoid Apache
and go for one of the smaller, simpler webservers like thttpd. You can even
write a simple one in C, Perl or Tcl.
