The program that does this is fortune. I think it should be available in the
linux application sites like linux.davecentral.com and linuxapps.com among
others.

This is possible. You can make a script which exports the output to the
/etc/motd file if you want an all-user greeting and to the $HOME/.signature
for the signature file.
