No need to be complicated:

mail -s "To all lusers." `awk -F: '{print $1}' /etc/passwd` < mesg.txt

where the mesg.txt is a text file containing the body of your message. you
still have to contend with sending mail to non-users like bin, sys,
etc. which is a minor inconvinience.
