cmail/dmail are products of Netwinsite (http://www.netwinsite.com).  We
use dmailweb for one of our web-based email (www.i-mail.com.ph) and is
easily configurable. its a commercial product tho.

i use TWIG (http://twig.screwdriver.net) personally, and have configured
it for some clients also.  It uses IMAP/PHP/Postgres or MySQL.  

we used to use IMP also (i forgot the url tho, search for it in freshmeat)

Im sure there are lot more softwares like the ones above, each having
their own merits.
