yo, if apache is enabled by default your cgi-bin should be ready anytime.

or check your httpd.conf under /etc/httpd/

look for the line ScriptAlias

if you have something like:

ScriptAlias "/cgi-bin" /home/httpd/cgi-bin/

it should be working already.
